Position Summary

Dynamic is seeking a strategic and client-focused Program Manager to lead residential construction efforts in the Tampa area, with a focus on single-family home construction and rehabilitation. This role is responsible for overseeing project delivery, building and managing high-performing teams, fostering subcontractor relationships, and collaborating closely with public-sector clients. This position will also provide an opportunity for growth through strategic regional expansion and business development. The ideal candidate understands the complexity of federally funded housing programs (e.g., FEMA, HUD CDBG-DR), excels in managing multiple concurrent construction projects, and is energized by helping build long-term capacity in local markets.

Key Responsibilities Related to Operations Management

  • Lead all aspects of program execution for residential construction projects in the Tampa
  • area.
  • Manage and mentor a team of project managers, site superintendents, and support staff.
  • Coordinate with public agency clients to ensure quality, compliance, and schedule adherence.
  • Build and maintain strong relationships with subcontractors, suppliers, and local partners.
  • Develop and refine workflows to improve efficiency and accountability across teams.
  • Monitor program performance metrics and provide strategic insight to executive leadership.
  •  Oversee development and/or upgrades to data management system for program management, tracking, monitoring, and reporting.

Key Responsibilities Related to Business Development

  • Contribute to business development and program expansion efforts throughout Florida and the Southeast.
  • Develop and maintain long-lasting and meaningful relationships with clients and teaming partners, collaborating to find solutions to challenging projects and organizational issues.
  • Supports regional marketing, sales of large projects/programs, teaming partnerships and client engagement activities to implement business development initiatives.

Qualifications

  • 7+ years of experience in residential construction, preferably in a leadership or program management role.
  • Performed project management or construction management on projects of $5 million or larger
  • Experience with federally funded programs such as FEMA, HUD, or CDBG-DR strongly preferred.
  • Proven track record managing project teams and subcontractors across multiple active job sites.
  • Strong client-facing communication skills with the ability to manage expectations and resolve issues proactively.
  • Strategic thinker with understanding of construction program delivery models.
  • Proficient in construction management software (e.g., Procore, BuilderTrend, MS Project, or equivalent).
  • Bachelor’s degree in construction management, business, engineering, or related field preferred.
  • Willingness to travel within Florida or the Southeast.
