The successful candidate will help deliver GIS solutions and excellent customer service. They will be a systems thinker who: (1) loves to understand the "why" of problems, (2) enjoys working with others to help provide cost-effective solutions, and (3) enjoys sharing and learning new GIS and technology skills. KIA has a collaborative work environment; focused on state-level water and wastewater system planning, funding, and development. This position is on-site but allows remote work for up to 2 days per week.

We need someone with the passion and skills to help fulfill the following roles:

  • Infrastructure Mapping – The successful candidate must have at least four years of experience developing and maintaining complex GIS data and maps. This includes data editing (preferably including data design and management as well), map production and web or mobile map creation. Strong experience with the ESRI technology stack is required. Experience using ArcGIS Pro is preferred.

This position is responsible for infrastructure- related mapping coordination, data collection, data analysis, and website decisions. The primary responsibility of this position is to plan, design, implement, and maintain water and wastewater infrastructure mapping programs and related data and applications as state resources. This position will work closely with the Area Development Districts, partners, and colleagues to coordinate infrastructure-related data collection activities and develop new map layers as needed. This position will work with Kentucky Infrastructure Authority personnel, Area Development Districts (ADDs), contractors, and other partners to handle maintenance, updates and troubleshooting of map layers as well as associated dashboards and web mapping applications.

This position will be responsible for updating, reviewing, analyzing, and interpreting large data sets that are part of the WRIS.

  • Geodatabase Design and Management – KIA is looking for a candidate with a natural interest and skills in geodatabase design and management. The successful candidate should have demonstrated work examples that include design, implementation, and management of complex geodatabases. Ideally, this would include the creation of metadata and other elements of data governance.
Additionally, other duties within some of the following areas may become part of the successful candidate’s work:
  • Geodatabase Management
  • Creation and maintenance of ArcGIS file-geodatabases.
  • Loading spatial data into enterprise geodatabases.
  • Performance of advanced editing and spatial queries using ArcGIS.
  • Cloud-based geospatial content management
  • Publishing of GIS feature services on ArcGIS Online.
  • Creation of webmaps and feature services using ArcGIS Online.
  • Configuration of dashboards and simple applications on ArcGIS Online.
  • Automation using Python.

  • DOS and other command line interfaces.
The successful candidate’s work history will demonstrate they have the following traits: Highly motivated and adaptable – Must be a self-starter who is adaptable to changing needs and opportunities. Must be capable of designing and implementing processes and solutions to support the WRIS. The ideal candidate will be aware of current trends within GIS and infrastructure mapping.

Committed to excellent customer service – Must be an excellent listener who can collaborate and can ask effective follow up questions to identify the details needed to understand the problem and then work with the customer to satisfy the need with the resources available.

Excellent communicator – Must be able to integrate information from people with diverse backgrounds, translate those needs and ideas into a GIS solution, and then communicate back to customers ideas and solutions in language they understand.

Very Analytical – The successful candidate enjoys figuring out the "why" of a problem. They can…
  • Understand and document issues and needs into use cases.
  • Define what a viable solution would be, including its scope.
  • Identify what technology is needed to solve the problem and need,
  • Break down and define the steps required to build the solution.
  • Design efficient data structures that support the solution.
  • Identify who needs to accomplish which work.
  • Estimate the time required to execute the solution.
  • Work collaboratively to develop and deliver the best solution for the customer.
  • Attention to detail must be able to identify and solve problems and errors before they reach to customer.
This aspect impacts all phases of project and operations work. The candidate must be able to work efficiently within the timeframes demanded by the other work commitments.

Collaborative – Enjoy working on a focused team that is working to maintain the WRIS. The successful candidate will have a demonstrated history of working collaboratively to find and craft innovative and sustainable solutions. You will support team members, learn from them, and simultaneously share and teach what you know that adds value to the team. Constructive feedback will be received and given to help every team member understand impacts and assure we are providing the best solution for our customers.
