The Maryland Department of Housing and Community Development (DHCD) is seeking a qualified and HUD-certified NSPIRE Inspector (individual or firm) to conduct physical inspections of multifamily properties under the U.S. Department of Housing and Urban Development’s (HUD) National Standards for the Physical Inspection of Real Estate (NSPIRE) protocols. This role supports the Department’s Multifamily Risk Share Program portfolio, comprising 87 properties statewide.
Minimum Qualifications:
To be considered, candidates must meet the following mandatory requirements :
NSPIRE Certification : Must be currently certified to perform HUD NSPIRE inspections. Proof of certification is required.
Experience : Must have successfully completed at least 15 NSPIRE inspections within the past 5 years .
Candidates must submit a completed Experience Affidavit (Attachment Q) as verification.
Conduct inspections in full compliance with HUD’s NSPIRE protocols and standards.
Coordinate inspection schedules with DHCD’s Contract Monitor.
Notify property owners/managers a minimum of 28 days in advance of scheduled inspections.
Ensure residents receive 24–48 hour notification prior to inspection, through property management.
Notify the Department at least 14 days prior to scheduled inspections via email or in writing.
Accurately collect and record property profile data and inspection observations using the latest HUD-approved Data Collection Device (DCD) software.
Generate Exigent Health and Safety (EHS) reports at the end of each inspection day, where applicable.
Submit inspection reports, photos, and supporting documentation to both HUD and DHCD within 24 hours of completing each inspection.
Maintain all inspection data and documentation for a minimum of 12 months post-submission.
Respond to inquiries, challenges, or appeals from property owners or managers regarding inspection findings.
Assist the Department in resolving appeals with HUD related to inspection discrepancies.
Must provide and maintain:
All necessary hardware (laptop/tablet, mobile devices, etc.)
Internet connectivity for remote submission and communication
Proficiency with HUD-approved DCD software
Communicate professionally with property managers and DHCD staff.
Report any Exigent Health and Safety concerns within 24 hours to both the property and DHCD.
Adhere to all timelines and documentation protocols as required by HUD and the State.
This contract does not guarantee a specific number of inspections or volume of work.
Work will be assigned as needed and subject to availability of properties requiring inspection.
